Human services flourished under which u.s. president?

We had the New Deal with FDR, the Great Society with LBJ, but Nixon also promoted several policies deemed liberal, i.e., more rights for Native Americans, establishment of the EPA, opening relations with Communist China, Title IX Sports for women, expanding affirmative action, appointing three pro-choice justices to the Supreme Court, lowering the draft age to 18, ultimately ending the Viet Nam War, abolishing the draft.....yes, Nixon!
